Crackdowns
Well the crackdown on girlie
bars resulting in a few being
closed was just for openers.
In the pre New Year dash for
cash the cops raided one hotel
and searched every room for
drugs. Much to our amazement
they found nothing and left
without any tea money.
The cops also raided a couple
of establishments serving
extra ingredients in their
dishes.
Rumour has it that two were
found to have herbs on the
premises and the cops got a
sizable donation to their beer
fund.
Bar owners beware the clampdown
on girlie bars will continue.
Well informed sources
point out that barfines could be
next in the firing line. So hurry
up and concoct those expensive
non alcoholic ladies cocktails!
Tax Increases
He who shall be obeyed announced
recently that tax on
booze, cars, and tobacco may
be increased soon to swell government
pock, er, coffers.
Hopefully the could use the
money to abolish the tax on
fuel which is four hundred and
something a ton. It would have
two benefits.
Reduce transport costs and
deter fuel smuggling which is
rampant and well organized.
Quite amazing that according
to official figures this country
still only imports the same
amount of fuel as it did ten
years ago.
Nothing will probably happen
along those lines and economic
reform will probably shoot off
in some bizarre twist of policy.

The lucky winner is!
Congratulations to the lucky
winner of the motorbike in
Sharkys lucky draw last month.
The lucky girl was up on stage
receiving the keys when her
rather intoxicated boyfriend was
informed that she had won by
his mates. He hastily stumbled
over towards her.
True to form he tripped on the
edge of the stage and nearly sent
everyone flying.
They were then taken over to the
bike displayed on part of the
bar. To the managers disbelief
he insisted he didn t want the
bike he wanted a telly. The manager
explained that there was no
TV in the draw. But he still kept
asking for one!
All was revealed the next day
when she came to collect the
prize.
It had to be put in a cyclo as
neither of them can ride a bike!
She was last seen heatedly arguing
with the cyclo over a 1000
riel price difference to get her
new bike home!

Well the Cambodian version is a
little more physical as one expat
found out.
Answering a knock on his door
he was greeted by another westerner
who nutted him and proceeded
to chase him round his
house.
No real explanation has been
found for this outburst except,
wrong address.
The injured party is still pissed
off that he didn t get his Capitol
One credit card for surviving
three minutes!

Corruption? Where?
Officials were up in arms over a
recent report by Transparency
International stating that this is
the second most corrupt country
in the world (no real surprise
there then except that I thought a
few African countries could have
snuck in there)!!
Lt. Gen. Khieu Sopheak, spokesman
for the Ministry of Interior
said. "I would like to completely
deny corruption in the police and
judicial institutions ... But we
recognize there are corrupt individuals
in those institutions..."
Err& . Possibly the majority?
The main problem here is it s
been going on so long and blatantly
it is just accepted as part of
normal life.

Just plain dumb
A Cambodian man who allegedly
kidnapped a five-year-old
girl from Kampong Chhnang
and brought her to the capital to
sell was caught when he arrived
at his destination and argued
about the 10,00 riel taxi fare, so
the driver called the police.
What next!
Fishermen in Banteay
Meanchey province were using
bait laced with "an addictive
substance" to turn the one that
got away into the one that came
back for another fix according
to reports.
Anglers caught dealing drugs to
the province's fish population
could face legal consequences
officials said.

Golf anyone?
If you re a golf fan you may
have missed out.
Many bars in Phnom Penh had
plenty of free passes to watch it
but couldn t give them away.
Most regulars said they just
couldn t be bothered to travel
up there or didn t know until
after the event.
Road mayhem
Can somebody please coordinate
the road closures and
fenced off areas around town.
Yes the Japs are doing the riverfront
flood reservoirs. Which
will be needed (see next story).
But what is with the park by
108 street. Fenced off and being
paved. Maybe this will be
the new site of the now defunct
Night market.

Water festival
Much better organized than
previous years. Condolences to
those who lost loved ones in the
tragedy that occurred.
Pickpockets were out in force
as usual.
Traffic in the rest of town in the
evenings was the worst problem.
Independence Monument
was out of bounds unless you
didn t want to move far for an
hour or so.
The police crackdown on brothels
( Operation Whores with
Oars) over the festivities
seemed a dismal failure. Obviously
some serious tea money
changed hands!
In another first the crossroads
on Sihanouk and Monivong
Boulevards was completely
gridlocked at 1am in the morning
Sunday!
Another scam
Just as the water festival was
starting, Snookyville police
swooped in a well planned
scam.
All unsightly sandwich board
signs and sometimes plants
outside bars and restaurants
were confiscated and taken by
truck to the police station where
they could be reclaimed for a
small fee.
Needless to say tatty wood
signs advertising laundry services
or the price of petrol
weren t touched.
The man in charge of the
cleanup operation was ironically
called Mr Mony and a
spelling mistake on the card
gave him the title of The cheit
of public discipline!
Power outages have been a feature
of holiday weekends on the
coast proving that despite new
generators they couldn t organize
a piss up in a brewery. The
next thing will probably be a
lack of water as nothing has
been done to address the problem.

Half a story
Regular customer goes into a
small establishment.
Before he orders he asks the
waitress if they have change as
he only has a $50 note.
Owner, slightly intoxicated
hears part of the conversation.
Rushes over stating that he is
not a f****ing bank so get out.
Regular customer leaves a little
pissed off vowing never to return.
So don t be polite just pay with
what you ve got.
Trial update
About bang on schedule for any
UN backed project the KR trial
is running out of money.
So where has $50 million dollars
plus gone? Considering that
the actual trial is far from ready
to start.
Well that is a field that the UN
outshines everyone else.
Bloated admin, expense accounts,
salaries etc. etc.
Now they say the trial may run
until 2010!!
Probably giving them time to
fritter away another $100 million.

Price hikes
Some complaints about restaurants increasing prices have filtered through. Well look forward to even further hikes as market and import prices have been rising steadily as the dollar weakens. Local veggies aren't much affected but meat and fish prices have risen sharply. So restaurants are just playing catch up.
Tight Thais
Border crossings with Thailand have had signs up for many months saying you must have proof of onward travel within 30 days to get a visa on arrival. Well now, depending on their mood they are trying to enforce it on occasion. If you remain calm and explain where you are going and what you are doing they let it slide. Don't get angry as you will probably have a long wait in a small room with no aircon before they decide you have suffered enough and let you go on your way. Likewise they are really scrutinizing visa stamps in your passport. Even if you haven't been in the country for six months. Funny but none of this happens at the airport. Well T.I.T.

What a revelation.
After in depth research probably costing millions. Scientists say DDT is effective in combating malaria by killing mosquitos. Pity its banned in most of the world as its pretty good at killing us. However even the UN allows it to be used in Africa. Wh y not spend the millions researching safer pesticides.
Finally. Decent Taxis
The Mai Linh group has started a clean efficient metered taxi service in Phnom Penh. However you will still have to deal with overpriced taxi mafia at the airport with their clapped out pieces of shit. Many drivers have no language skills no clue where they are going and can' t read a map. If they are a tourists first ex-perience in Cambodia it must be like landing in the twilight zone. Oh did I forget the scam where the hotel you want is full or closed, but they will take you directly to a good hotel they know that pays the most com-mission. Same stuff happens in siem Reap, although it is getting a little less outrageous recently

Double standards
We all know the billboards and adverts stating: "Abuse a child in this country. Go to jail in yours." I totally agree even if they do need them translated into Chinese, Japanese and Khmer. The campaign is sponsored by World vision (USAID). Meanwhile 500 charges against pedophile Catholic priests in L.A are dropped when the church hands over $660 million! Now if that isn't double standards I don't know what is! Oops forgot. It's the church isn't it. Rules don't apply to them!
High = Safe
Following the tragic airplane crash recently the Civil Aviation Authority has announced that they will come up with a safer air route between Siem Reap and Sihanoukville. But flying time may double to avoid the mountains. Do these guys only think in two dimensions? Surely enforcing a 4000ft minimum altitude in the mountainous areas would be a simpler solution. If you are flying way above it you can't hit it. Unfortunately given the airline concerned this accident was more a question of when not if a tragedy like this would occur

Phones? I have no idea
MPTC official caught in a raid on an illegal telecoms gateway. Not particularly surprising. His plea of innocence seems a little far fetched when you consider the gateway was in his old house. The company oper-ating it is owned b y his wife and the Vietnamese guys rounded up on the premises were friends who were visiting! He was later released as the authorities said they didn't have a law to charge him un-der. So wh y do the raid in the first place? Why were people caught before doing the same thing charged and convicted? Well if your high up in the ministry that overseas these operations you can't really take yourself to court!
Bottle of what?
Its been happening in Thailand for ages and now its here. Plenty of fake Johnny Walker and other whiskeys about, now its mo ved on to vodka. Several well known brands at several bars have found to be more like aviation fuel recently. So be aware. its not the bars fault as new bottles were opened to check other stock and found to be the same

Before you ask Mr. Dreary has been hanging out with chickens again and is down with the flu or some other exotic disease. Look forward to a real screamer next month. In fact this months edition has been a bit like pulling teeth. Khmer new year everything shuts down. Straight after our computers got a virus that screwed up the registry so eve-rything was doing weird stuff, then EDC start their rolling brownouts making work impossible for up to 5 hours per day. Look forward to the brownouts continuing for the next year orso. And don't hold out much hope for the power lines from Vietnam bringing much relief as Saigon is also having power cuts due to lack of generating capacity!
Tourism draw? Snookyville has had a great high season with record num-bers. This took a severe dive last month due to the cops stopping tourists on motos to check for driving licenses and then con-fiscating the bikes. Then the poor tourist can't get his pass-port back as the bike has not been returned. Tourists started leaving in droves. Rumour has it that the practice was stopped after some embassies complained regard-ing the passport situation. Local Khmer businesses also com-plained as tourist numbers were dropping like a lead balloon. Checks still occasionally pop up from time to time. Just remember that if you spot the cops turn round immediately. Now in a further tourism drive the town has run out of fresh water. Businesses now have to buy water in b y the truckload. Needless to say the water truck gu ys are gouging foreigners for ridiculous amounts despite what they say to the Dreary. The centre of town has been dug up to widen the road to a six lane super highway for traf-fic it doesn't have!! Surely the money would be better spent running a pipe from Kbal Chhay waterfall to the reservoir to keep it topped up to the maximum when water is available. Logical thought. But this is Cambodia!!

Hover Bovver
It could have been a world first. Hovercraft stolen! Partners in a fledgling hover-craft service here seem to have lost? the main partner here. Luckil y they located the craft and disabled it until what will probably be a nasty little dis-pute gets resolved.
Another shakedown?
Just when bars thought it was safe the tax man cometh, again. Now wanting a percentage of gross drink sales. More and more bars are starting to experi-ence this recently. We hope to bring you an article next month explaining exactly what taxes bar/restaurant own-ers are liable for and more im-portantly what they are not li-able for. In the meantime just stall them for as long as possible. Some-times they just get bored and never come back. You could be lucky!!

Bad Boy
Bunch of customers sitting in a bar. Very scantily clad females dancing on the bar. Middle aged Asian guy walks in looks around, shouts, grabs a bar stool and tries to hit a young Asian guy over the head with it. The man is intercepted by the bar owner and after some shouting things calm down. Turns out the younger guy is his son. So why is he angry? Naked girls? No. Drinking? No. Out late? No. "The sonofabitch is smoking!! I suppose some parents have different priorities in life.

Happy 2007
Wishing all our readers all the best for this year. Now all the turkey and alcohol is out of the way what can we hope for in 2007? Cheaper electricity? Quite likely actually as lines are being put up from Thailand and Vietnam. Better driving standards? Not very likely even when the new laws come into force. Better put this one on the 2010 list. Cheaper internet? Very likely. As new fiber optic cables have been laid prices should decrease.KR trial to go smoothly? About a snowballs chance in hell of that. Going by the performance so far it could drag on for a decade. Anti corruption law passed? Bit like betting on a three legged horse in a steeple chase. Traffic cops stop scamming? An improvement is likely due to the fines for corruption in the new traffic laws. Don' t expect it to stop altogether though. Working mobile phone system? Possible but who can tell. Lets face it, being able to surf the net on a 3g phone but unable to make a phone call is a bit arse about face. Bokor road fixed? Special request for Kampot people. Having a national tourist site that is virtually inaccessible is not good for business. Improvements should be starting soon but then again how long is a piece of string?

The Central market one way system has now collapsed. No cops there. Now even cars along with motos are ignoring the one way signs.

Sneaky Bastards
Last month saw a crackdown and deportation of illegal sweet corn sellers in Phnom Penh. Surely the cops have better things to do. Cambodian corn sellers had complained that the Vietnamese were being very sneaky as
they were pedaling around
selling corn.

First instance involved a man who visited a small house in one of P.P.s streets. He was offered a girl by the mamas an who looked a bit young. He refused but the mamasan got aggressive trying to push the girl onto him. What to do? Well he rang the cops to sort it out and look into the matter. They promptly arrived and arrested him! He had to pay his way out. Moral of the story. Don t ring
local cops as they sure as hell

Cambodia breathed a sigh of relief as it went smoothly and should have no impact on tourist numbers arriving from Thailand. The visa clampdown over there should see a larger number of visa visitors in the near future.
Bangkok's new airport will be open by the time you read this. Still don't know if there will be a taxi rank there or not (there is one 3 kms down the road). One difference will be the fact that it will be the same price and time to get to Pattaya or central Bangkok.
Traffic Laws!!
Two words not usually found
in the same sentence in Cambodia.
Well parliament has passed a
new bill on traffic laws addressing
some basic points.
Vehicles have to be registered,
you have to have a driving license,
seatbelts and helmets
have to be worn and amazingly
drink driving is prohibited!!
Now if these laws will be enforced is another thing, of course it goes without saying that none of this will apply to Landcruisers, SUV's and other luxury vehicles.

He is accused of filming himself
sexually abusing two children
in his bar here. But will be
deported and flown to Oregon
to face charges filed six years
ago in Jackson County of sodomy,
sexual abuse and using a
child in a display of sexually
explicit conduct.

Seems to be the latest craze. if you’re a filthy pedo, video yourself so the cops will have no problem locking you up. One case is ongoing down at the coast and now we have the
perverted Batman impersonator up here. Pity he only lived on the 2nd floor. Still can’t understand the neighbours. They said they had been hearing young girls screams for months but did nothing about it. In most neighbourhoods you would get a visit for farting too loudly.
Psst want a car?
Plenty down at the port. Probably in containers labeled second hand clothes. This has been going on for a decade, as I witnessed a container being unloaded in Phnom Penh that long ago with a Landcruiser inside. Only now do the authorities seem to have been pressured into dealing with it.

Brothel refund
Phnom Penh Municipal Court sentenced the disgraced former deputy director of the Interior Ministry's ant i - humantrafficking department to five years in prison for taking $9000 in bribes from brothel owners to ensure their release from custody. The court also sentenced two of Touch Ngim's former underlings at the department to seven years each in absentia, and ordered the three men to pay $9,000 in compensation to the brothel owners who were freed following a raid on a Kompong Speu province sex den in September 2004. Bet the brothel owners were happy. Free and a refund!
Bad virus
A Cambodian university student gained notoriety for creating the first Cambodian computer virus which has infected hundreds of computers. He was even interviewed on
CTN!! Once the universities and CTN’s computers crashed he was not so popular.
The head of I.T. at the university stated that it was very bad as it was not a professional virus! Well it did the job. Pity the I.T. head wasn’t professional enough to prevent it.
Very popular
Last month saw CD shops doing a roaring trade in one particular video disc. The Battambang prison siege. It showed that the authorities lied when they said the prisoners
committed suicide. An official can be heard basically ordering them to be shot along with footage showing them going down in a hail of bullets. The government said it will hold an enquiry into who illegally released the video. Maybe they would be better finding out why the prisoners were shot in cold blood!

Come on down
Yes it’s the new reality game show lucky draw and you can win a house! Sounds fantastic, apart from the fact that the contestants have already been evicted from their old houses.
This wonderful scheme could only have been thought up here. How to make eviction and relocation more complicated so the powers that be can get their sticky little fingers in there. Not everybody evicted will get a replacement and in the meantime some people are crying foul as names are appearing in the draw list that nobody knows. Funny that but it sounds strangely familiar in Cambodia.
Boing Crap Lake
Authorities have announced that aboout 80% of Boeung Kak lake will be filled in for development.
Funnily enough I thought it was illegal under Cambodian law to fill in lakes. Obviously the greenback has law bending powers.
Other lakes being filled will be missed in the rainy season (get that boat ready). However Boeung Kak is a different case as it's basically a cesspool full up with all the outflow of sewers from the surrounding houses.

Phnom Penh’s finest
Yes the boys in blue were at it again the other week removing a car that was illegally parked on the riverfront (even though the no parking signs have disappeared).
Well the car in question could not be towed using the spectacle lift so the flatbed crane was called in. This involved parking the truck next to the car thus blocking the road. The pantomime continued for about twenty minutes gridlocking the riverfront. Another example of how to make a mountain out of a molehill.

E Visa worries
Yes Cambodia has boldly entered the online world and is offering an E Visa service. A good idea maybe but not when you look at it and remember some recent happenings.
The visa takes three days and costs $25 as opposed to $20 at any airport, embassy or border crossing.
You have to fly into Phnom Penh or Siem Reap airport and state your exit point. More importantly you have to give your credit card details online to the Ministry of Foreign Affairs which considering their involvement in some dubious visa dealings in the past may not be a wise move.
Here is part of the disclaimer on their site.
The Ministry of Foreign Affairs and International Cooperation shall not be liable for any compensatory, indirect or consequential damages, loss of data, income or profit, loss of or damage to property or claims of third parties arising out of or in connection with access to or use of any data on this site.
The form to fill in is quite long and tedious so a much better idea is to queue for ten
minutes at the airport and get the visa five bucks cheaper anyway!-
Do It Right
An expat is boozing in a late night bar when there is the sound of colliding metal outside.
He put down his drink and wanders out to see what is going on.
He arrives to see his bike has been hit by a car and is just in time to see the car reversing back over his bike.
A crowd gathers to stop the car speeding off. The driver is found to be a well known star of this column who has fallen off the wagon again, and has had a little too much of the falling down liquid.
Border Bits
It has been announced that finally the Ha Tien border crossing near Kep will be an international border crossing in the near future.
This has long been a bone of contention as it has blocked any coastal route round SE Asia and made anyone doing a tour of the Mekong delta to backtrack to cross the border.
Tourist number should rise rapidly in the area once it’s up and running.
Now where was that brochure for Phu Quoc?
At the opposite end of the country, reports have it that you can get a Cambodian visa at the border crossing above Stung Treng into Laos.
These are only available at the road crossing not the river crossing. Laos visas are not issued at either crossing point.

Is it the corruption allegations from the World Bank which nobody is surprised at or the fact that they have blatantly turned a blind eye to what has been going on for a decade. Well dig a little deeper you morons and you will probably find that over ninety percent of your projects have corruption in them.
Some of it relation to the ineffectual overpaid consultants you have employed.

Michael Joseph Pepe, 53 was arrested for paedophilia the other week. A mother of one of the victims said she would complain to the police when she was informed her daughter had been raped.
This was probably due to the fact that she had sold her daughter to him for $300 and thought she had been cut out of some extra money. Police arrested her shortly after.
